Operation Refuge is a Network of help for people in need. Operation Refuge (OR) isn’t about a single ministry or organization. It is a SYSTEM that is available to the state of Iowa to allow organizations, churches, ministries, food and clothing centers, legal, medical, and many more to work together in a statewide effort to focus on helping people and taking a position that PEOPLE MATTER.
